Permanent Residence via Employment or S Pass

Employment Pass and S Pass holders may apply to ICA for permanent residence. ICA does not publish a minimum holding period or scoring formula and assesses family ties, economic contribution, education, age, family circumstances, length of residence, integration and commitment to put down roots.

    Permanent Residence via Family Ties

    Covers PR applications by spouses of Singapore citizens or permanent residents, eligible unmarried children under 21, and elderly parents sponsored by an adult Singapore citizen child. A qualifying family relationship permits an application but does not guarantee approval; ICA retains holistic discretion.

      Employment Pass (EP)

      A mainstream pass for foreign professionals, managers and executives, and a common first status before applying for Singapore permanent residence. Eligibility combines an age- and sector-adjusted salary floor with the COMPASS framework; a qualifying salary or an eligible intra-company transferee may be exempt from COMPASS.

        S Pass

        A pass for mid-skilled workers and a common work route that may precede a Singapore permanent residence application. The salary floor varies by age and sector; employers are also subject to S Pass quotas and levies, which an applicant cannot determine from personal information alone.

          EntrePass

          For foreigners starting a business in Singapore. The applicant generally needs at least 30% ownership in a Singapore-registered private company and must meet at least one recognised funding, accelerator, prior exit, intellectual-property or research-collaboration criterion; several traditional consumer industries are excluded.

            Global Investor Programme (GIP)

            A permanent residence programme for high-net-worth investors, administered by EDB's Contact Singapore with ICA. Applicants must fit an eligible investor profile and complete the required investment under the selected option after approval in principle.

              Overseas Networks & Expertise Pass (ONE Pass)

              A personalised five-year work pass for top talent across sectors. Applicants may qualify through a high recent or prospective salary, or through outstanding achievements in sports, arts, academia or research; assessment remains case-specific.
